I addressed the loyalty issue you raised not competence.

But now that you've raised it I will.

Rumsfeld - certainly competent, a military reformer. But being competent doesn't make no mistakes.

Gonzales - certainly competent legally, maybe not politically.

Brown - refresh my memory - who are you talking about.

That Bush's insistence on sticking with Rumsfeld through his many blunders was not valuing loyalty over results?

In sticking with Rumsfeld, it was Bush being loyal, not valuing loyalty on Rumsfeld's part. You're inferring Bush kept Rumsfeld so long because Rumsfeld was loyal to him. Any defence chief will be loyal to his administration or he should resign.

Leaks have been the result of the Bush culture. Barring any reasonable oversight, different factions in the government have resorted to leaks to get the word out about the incompetence, secrecy, and coverup.

No, leaks have been made to try to sabotage policy. This is wrong as we elect people to make policy - its not up to unelected bureaucrats to do so.

Furthermore, many leaks have been false - example the "flushed Koran" which never happened - and have done grave damage to the nations security. This false leak increased illwill toward the country abroad. Other leaks have compromised security programs like the one tracking foreign flows of funds to terrorist organization.

A more accountable and transparent administration would have significantly reduced the reason for the leaks, IMO.

Unrealistic. National security matters and details of how policy is made can not be transparent. Somethings need to be secret.
