Did that tax burden include State and Local taxes, or just federal Taxes. The chart I posted showed the Federal load. As I recall, Clinton got the top end back up into the mid thirties, and Bush got it down to the low thirties. The chart actually went back to the turn of the 20th century, I believe. What FDR got away with was unbelievable.
