Not totally. All of the new intelligence was screened to present a certain impression with all of the contrary intelligence removed. Tenet was a toady. He did what he was told. Which is why Bush retained him.

The links were circumstantial at best. Ironically, Al Qaeda operated the most in the Kurdish region. Where Saddam had the least control. Which makes sense, Saddam was on the Al Qaeda short list of rulers to be removed.
