As for the Cuyahoga, I'm well aware of that situation. And cleaning up that river did have a net benefit. That doesn't mean it didn't have a cost. Both the cost and the benefit have to be considered. No, Tim, they don't. If the US can start a war and damn the cost, then the US can clean up its act and damn the cost.
