re: Given time...

An assumption that wasn't part of the discussion. We were talking about a major geopolitical disruption of supply... that wouldn't play out over a long period.

That's why gave $10 a gallon price for gasoline. If we had time the price would increase much less. Also we have the strategic petroleum reserve. Its not huge compared to US's total use but combined with privately stored oil it could cover for most of that 25% cut for about 150 days.

And then we would have time because the world doesn't end at that point. People start adjusting to reduce use and the price goes back down again.

re: Given time people would get more efficient cars, or change their living and working situations so they live closer to work.

Since we wouldn't be "given time", don't you think it's better to get out ahead of the situation?

Moving in small ways to get ahead of the situation probably isn't a problem. Changing things enough to be totally ahead of the situation would amount to imposing the costs ahead of time, in anticipation of a sudden massive cut back of supply that isn't particularly likely.
