re: Moving in small ways to get ahead of the situation probably isn't a problem. Changing things enough to be totally ahead of the situation would amount to imposing the costs ahead of time, in anticipation of a sudden massive cut back of supply that isn't particularly likely.

A major disruption in oil supply is about as likely as a major terrorist attack, and much more destructive. Yet we spend $Billions, create an entirely new government agency, to deter a terrorist attack.

To say nothing of the benefits of getting close to oil independence:

-Keep the money at home instead of in the hands of our "enemies"
-Lessen the likelihood of war and it's associated costs (human and economic)
-Reduce the trade deficit by 1/3
-Clean air and reduction in health costs
-Get ahead of "peak oil" (assuming you buy into it)
-Lead in Global Warming (assuming you buy into it)
-Stimulate the economy with lower cost of transportation
