I challenge you to find a documented statement to that affect. Anytime, anywhere, anyplace, by any Nokia employee.

Please do not forget that Nokia became the first European licensee of QUALCOMM in 1992 and they began negotiating that license in 1991 even before Jorma Ollila became CEO and refocused the company on digital mobile wireless telephony and as a cofounder of CDG in 1994 they were the only European amongst the founding OEMs.

With a little digging I think you'll find that you are referring to Ericsson.
