The Swedes remember all those Russian submarine probes of Swedish defenses. There is some talk of Sweden coordinating or joining with NATO.

The US/EU had the most to gain from Sweden joining NATO(because Sweden was the only possible counter to Russia in the Baltic, since Germany was neutralized by WW2), and Russia the most to lose(since Sweden was fairly even-handed in its neutrality towards all sides during WW2, and if it were to choose sides in the cold war it most likely would have sided with Norway/Denmark/UK/US), so IMHO, the submarine probes were most likely performed by the US as black-ops to trick Sweden into joining NATO.
