"Voting by feet". We get a lot of that here in the place you've said is not free. In fact, we have to work to keep the "foot voters" out and don't succeed very well. From what I understand, most of the "foot voting" in the world is to places where the govt is elected and from places where govts are not elected. Maybe I'm wrong?
