The Bush admin will likely issue a policy decision that it has decided not to regulate CO2. However, a future president may decide to use the newly-established EPA authority to regulate CO2.

The first step a new Clinton Administration would take would be to institute a "Breath Tax," imposing a tax on CO2 containing exhalation.

Hardest thing will be to measure how many times each minute each and every person exhales. Hillary's got someone working on the metrics as we speak.
