Google will no doubt reveal the exact section of the Act for you (the Act is, after all, a HUGE stack of text: think 'War and Peace'. :-)
However, reporters more diligent then I (& no doubt, getting paid to actually wade through such stuff, in search of a story), and covering the little political brouhaha around the 'plane' story, reported the Patriot Act requirement for a government jet to be supplied for official travel to and from Washington by the Speaker of the House.
I recall seeing same in the WaPo, Wall Street Journal, and other outlets, though I believe the Wash Times was first with the story.
(Hastert was, of course, the first Speaker to have a jet supplied for his travel, as a result of the legislation passing after 9-11.)
