Come on, Nokia is looking for a permanent solution. They are paying $20m for the use of Qualcomm's UMTS patent, and that is the level that Nokia sees as a proper one. And of course, Nokia is probably willing to negotiate about the level of royalties.

There is also no reason to doubt that Nokia wants to find a permanent solution for the level of royalties that Qualcomm should pay Nokia for the use of Nokia's GSM/CDMA/WCDMA patents. Of course, it would be easier to negotiate, if Qualcomm would state what they see as a proper level of royalties for Nokia's patents.
