NOK engaged in disinformation when it said it was going to accrue royalties or it changed its mind. The quarterly payment in advance is essentially a way to avoid an injunction or intentional infringement.

We really don't know what got passed through from TXN.

FWIW analyst Lin on CNBC saying buy both Qcom and NOK in times of uncertainty, that Qcom down on the various litigation news but stronger businesswise than when it reached its high last fall; finally opined he thinks Qcom has the upper hand because it is more experienced in litigation and NOK's lawsuit results have not been that good over the years.
