Nokia is testing the water by paying only one fourth of the royalties due. The company is also giving signals to other licensees what it thinks FRAND is. Therefore, Q has to defend vigorously its IPR's.


Defense is done via legal actions and court filings, not ranting, raving, panting, and foaming at the mouth in public.

There may be more to it than being reported. But I can't fathom the logic and sense behind the Nokia payment. Do they think if QCOM "cashes the check", then it is an implicit agreement?
