Good Post. I can add to your theme. I am an EE. I have recently been talking to a Rail Road (sorry--can't say which one) company about a device which will solve some of their tracking and inventory problems. They have recently merged with another large rail company. They now have multiple bands(RF) that must be comered as their trains move from location to location within what was two railroads. The inventory coverage has not just doubled, it has quentupled. Technology addons over time. It is primarily a technology and infrastructrue problem for them, some of which is software.

There is no doubt that infrastructure (which now includes software) is a problem in industralized countrys. My main point is: It doesn't begin or end with y2k! Y2K is a nit when compared with the infrastructure problems facing this country. Software problems are eaiser to hype precisely because of the "black magic" gap which you point out.
