| | Flipping the lines is good.
Perhaps the exact order of things on a row could be tweaked, but I think the rows themselves are now in the right order.
The message or messages are the most important things on a message-reading page.
Closest to the message should be the links that operate on the message (Reply, Next...). Looks OK to me, although Mark as Last Read probably gets hit a lot more than File or Keep, I'd suggest putting that at the end of the line.
Next closest should be the thread-related links and breadcrumbs, looks OK there, except it seems an odd place to put the Ignore status.
Next layer of the onion is now the general SI links, and I like it. The seldom-used links like Logout and My Account are off to the sides, and I have a clean shot at SubjectMarks and PeopleMarks. Not sure why Home needs to be an item here, that's what the logo in the top left corner is for, no?
And finally, all the non-message ADDFV links at the top.
Hooray.
BTW, I looked at some of the screenshots of SI I've saved over the years, and it's amazing how much it has changed.
Remember this version, right after Bob took over? Took us days to persuade him to put the baby-poop back.
