"The Occupying Power shall not deport or transfer parts of its own civilian population into the territory it occupies." The Geneva Convention assumes that a legitimate owner for the occupied territory exists. I don't believe it ever addresses the question of no-man's land, or land belonging to no country, but occupied by both in turn.
