Good question.

I don't think it was done to immunize itself against a claim of willful infringement as it is obvious to me that such a tactic will not work. Infringers are not allowed to set the terms of their own licenses.

Perhaps the amount is so trivial that NOK thought it was worth a try. It might con some court into thinking that the payment does provide it with an immunity.
