Congress is the official declarer of war, NOT the president?

Congress can declare or not declare or go fish. No war we have been in since WWII has had Congress declare it. The Constitution gives power to congress to declare, but to the President to make. The way it has worked out is that the President can run all the wars he wants. But Congress can refuse to fund, or impeach him for doing so.
