Lindy, any conflict involves making the other side give in and accept defeat.

There is a constituency in both camps against fighting and the strength of that grows and shrinks depending on myriad variables.

Pretending that everyone is in agreement would be more likely to get the opposition to give in, maybe. But that would be dishonest. That's how they do it in China and don't forget Saddam's polls gave him total support, yet there were plenty of people available to pull the lever.
