Jeffrey, "to be determined by market forces" - sounds so good and idealistic. Almost as if consumers are involved.
But consumers in the world e.g. in India and China did chose GSM over CDMA, still do, even though it was originally mandated by governments in Europe. Edit: Must be all the models, price points, the battery capacity, the roaming and the SIM cards (e.g. allowing an effective market for used cell phones).

Even in the US, elected representatives represent consumers as a group.

Take HD Radio as a recent example:
