Perhaps the schools could teach the young how to use, maintain and fire a weapon so they would hit more of what they are aiming at and fewer bystanders.

And we could go back to a "code duello." I would clean out a lot of our overeager young males by letting them kill each other instead of us. And it makes for a very polite society. :>)
