You will have to forgive Engineer. He suffered(s) from enthusiasm and expectations about superior technology prevailing and doesn't understand that the process is and should be more about cronyism and protectionism and the spinning of those factors to make them appear like choices are really fair and logical ones, than about the best technical solution. Those talents and temperaments, along with proper spelling, lie with others.
