Ken Starr was not in the justice department when the final report was issued. You might want to check your facts before criticising others.

When he announced that he was not charging Hillary he said that due to lack of cooperation fo the CLintons and their cronies there was insufficient evidence to win the case. There was evidence that Hillary was a criminal.
