Why would the natives stop importing cheap labor to do all the work while they either lead lives of leisure, or manage the imported labor, whichever they prefer? You're worried about the people in power being upset that everyone is working for them?

I was using "natives" in the inverted sense, speculating that all that imported labor force might begin to feel, after 20 or 30 years residence, that they too should have more of the rights of the Emiratis, instead of doing all the hard work at cheap rates while the Emiratis do nothing or very little at high rates.
