That's easily managed. If the long term resident workers become a problem, Emiratis just put a cap of 10 years as the maximum time that non-nationals can live in the country. Problem solved.

It's a pretty strange place with ~80% or more of the residents being non-citizens, but unstable isn't a good description for it, especially considering the neighborhood. There is almost no crime or major civil unrest. Managing the growth (traffic, inflation, etc.) is the biggest challenge.
