My impression is that Nokia did not actually remit a $20 million royalty payment for calendar 2Q07, but merely said they would.

So I'm wondering ... is there really actionable infringement based on statements of intent? Doesn't Qualcomm have to wait until a payment due date has passed for which there is either no payment or maybe at least the receipt of underpayment?
