Peter, As I recall, she at fist refused to return all of those files from Foster's office, but was forced to return them, and only gave them up after enough time had given her a chance to alter them to her favor.

She should have been eliminated when, as a college girl, she was involved in burning the American flag. I, personally, consider that to be treason.
