Don't forget what really happened to bring the Mullahs back. It seems that Foggy Bottom had been remitting payments to several (including Khomeni) for $1M each per year, which they found supported them nicely in Paris. Carter ordered the halt of these payments that had been going since Kennedy and LBJ. Right after the money stopped flowing, they returned to fulminate and create unrest in Iran. Thus, Carter was the architect of his own bad PR.
