By my value system, if a country can afford to start wars, then it can afford to clean up the impact it has on the environment. 1 - Depending on how you define "clean up the impact it has on the environment" the cost could dwarf the cost of the war. There is no need to define it. War = destruction and wasted money Cleaning up the environment = net positive.
