Jim, the The Kern River pipeline system has been carrying gas produced in the Rocky Mountains to California. It also provides gas to Las Vegas.

Historically gas produced in the Rocky Mountains has sold at a steep discount to the Henry Hub price because of limited pipeline capacity to carry it to market. The Rockies Express project will allow producers in the Rocky Mountain region such as Questar ( STR ), one of my holdings, to realize better prices by giving them the ability to deliver natural gas to markets in the Midwest and eastern parts of the country.

Good for holders of Questar, bad for customers of Pacific Gas and Electric Company who have been getting cheap gas from Quester and other Rocky Mountain producers. Now California will have to compete with the rest of the country for Rocky Mountain gas.

Cal may also have had entitlement feelings towards Rocky Mountain gas, but those feelings may have to be hurt.
