There is no contradiction there, Tommy. They have simply carved out a relatively narrow exception to the longstanding ban on DDT for indoor residual spraying.

Indoor residual spraying is the application of long-acting insecticides on the walls and roofs of houses and domestic animal shelters.

It is just not permitted to be used outdoors where it poses unacceptable risks to many species.

Let's hope that over time we will also get a clearer understanding of global warming so that we may determine an appropriate response.
