The meaning seems obvious. Pick out a major world power that is more benign if you can. I'm guessing the British empire at its peak might be the only candidate - but we're not an empire as they were.

Maybe, the US is the nicest bully you'd ever want to meet.


The US is far too mild in dealing with hostile acts against it and its people in my opinion. Iran is an example.
