I had a similar problem on my phone line. I called the phone company and they did a test on my line while I was talking with them on the phone (only took a few seconds). Sure enough there was a problem with my line.
Somehow water had gotten into the telephone box that is outside my house and damaged a part (I had no idea what part it was that was damaged). The phone guy put a new part in and I've had no more problems.

Call your phone company and get them to test your line. At least you will know for sure if the problem is on your phone or on your outside line.
