I wouldn't call what he said an apology.

"To the extent that I made judgments that ultimately proved to be incorrect, I apologize to the three students that were wrongly accused,"

I'd put that in the category of "if you were offended or bothered by what I did, then I apologize for being an instrument of offending or bothering you."

Not an apology in my book. Got to wonder what the man is smoking these days.
