Yes, there is a natural variance. However, there is also a maximum, and given the dramatically rising levels of atmospheric CO2, we've obviously reached that maximum.

One proposal is to dump vast amounts of iron in the ocean, which promotes almost instantaneous algae blooms. These blooms absorb CO2. Problem is that we don't know that long term impact of blooms large enough to make a dent in the CO2. May cause more problems than it solves.
