Why? Because, as Lt. Col. David Kilcullen, the Australian counterinsurgency adviser to Gen. David Petraeus, has written, 14 of the 18 tribal leaders in Anbar have turned against al-Qaeda.

Kilcullen failed to tell us the cost of this buyout. Nor did he mention the four that spurned the offer are quite sufficient to continue the insurgency at a high level.

Our offer had to exceed the offer they were operating under.
And Kilcullen should acknowledge the loyalties of those who accepted may (will) shift again if they receive a better offer. They did just that the last time we conquered Anbar and then pulled out.

All of Krauthammer's and Kilcullen's war comments are about accomplishing short-term military objectives. I am seeing absolutely zilch about long term FID/UW campaign planning. That infers we are leaving soon.
