Microsoft is large and slow, and unable to move as quickly or with the quality of the third party utility vendors. The utility market is stronger than ever, although with it comes increased competition. Quarterdeck needs to be on their guard against Symantec, Cybermedia, McAfee, and a host of other utility vendors, not Microsoft.
