That seems a contradiction with teachers being against merit pay raises and elimination of tenure. Paying a poor employee more does not magically increase the quality of performance of that employee. Is that what you are implying?

Another example of racial hypocrisy. More black rap artists than white rap artists is not discrimination but more white country and western artists than black country and western artists is discrimination? Or that there are more black NBA players than white NBA players is not discrimination but more white PGA players than black PGA players is discrimination? Seems to be your perception by saying that the last 400 years have been stacked against the black man.
