Nature is cruel, but highly productive. That ratio could be very good for China. Nature has already arranged that more males than females are produced. China has increased that ratio of male to female, which makes males compete strongly for females, which builds in a eugenics programme with females making the choices, unless Genghis arrives in a town and doesn't allow female choice.
He was more like an animal. Lions and lots of other animals kill or chase away competing males. Some males will rape or otherwise coerce females into mating and after wars that's not an unusual circumstance. With no other males, it limits female choice, which is near enough to rape.

Basing success on rape, pillage and plunder has been part of human life around the world for umpty thousand years. But some places have brought female brainpower into play far more effectively than suppressive cultures such as China, Moslem, and other male cultures in which women were lucky even to survive, let alone fully manifest their brains for their main purpose which is selecting good blokes.
Which is not to say that women had a free run in Europe and other places, but China has made a specialty of keeping women as second class citizens. Keeping half of one's brain-power in restraints is no way to run a rail-road.
