The buildings were in dire need of fantastically expensive renovation. The owner of the buildings made a cool $4 billion on their total destruction. Building security was controlled by Bush's brother. And how many truckloads of office supplies go into buildings that size every day without any undue attention?

The building cores were the only place requiring explosives. Those were accessible out of sight of any office workers. There was nothing more conspicuous needed that what anyone would see in any office building, on any weekday: delivery guys pushing boxes on handcarts, and maintenance workers entering service doors.
