Coastal Alaska is not really so cold. Average January low in Anchorage is 9.0° F, compared to Beijing at 15.1° F. But the winter snow here is still melting, and the summers are short and cool.

The recent study I cited said 70% originates within HK, which is good because HK then has more control over cleaning it up.
