<<So the state adopted stringent appliance standards -- before the federal government did -- and staved off construction of the Sundesert plant. The change in California's refrigerators has saved energy equal to all the hydroelectric power produced nationwide, Rosenfeld says.>>

According to reputable sources, here

and others, roughly 10-12% of electric power generation comes from hydroelectric.

Anybody who believes that more efficient refrigerators save 10% of total U.S. electric consumption also believes in the truth fairy. Rosenfeld's statement, as printed, is total horseshit. If he in fact ever made that statement it would seem he has an ax to grind, is given to extreme hyperbole, or both.
