An interesting thought experiment would be, if all penalties for tax evasion were eliminated, what would the compliance rate be?

I never did it, of course. But I think the skim rate for most small businessmen is about 15%. If they are doing their own books, no problem. Most at this level get caught because of a family squabble or a disgruntled employee.
