On the contrary, the propaganda war Nokia is waging has led many investment analysts to recommend Nokia because Nokia has made it appear that it really has a handle on WCDMA and doesn't need QCOM. And QCOM shares suffer as a result. So the Nokia propaganda DOES INFLUENCE the price of both NOK and QCOM. I don't know if this is tantamount to manipulation or if the more libertarian types would say simply "buyer beware." But I do understand the NY statutes, and I believe they cover this kind of deception. On the other hand, the statutes have been applied mainly to brokers and institutional investors (e.g., fund managers), rather than the companies themselves.
