If I am not mistaken, that was when the NOK POS6 announced they were asking the EU to look into Qualcomm for not dealing in a FRANDLY way and were asking the EU to consider sanctions against QCOM. I would consider NOK as the instigator of the entire affair and likely organized the support of the other companies involved. The whole thing has been orchestrated by NOK right from the start IMHO
