When the President is born again, believes in Armageddon, and is the decider who, after personal discussions with Go-, decides that a war not far from Armageddon with Islamic Jihad would be an excellent idea, I think it's fair enough to call it a theocracy.

"In Gold We Trust" being changed to "In God We Trust" is more a dyxlexic monetary gerrymandering to confuse the local yokels with financial relativity theory than a theocratic shift to the supernatural; though people might soon be praying to be saved from monetary mayhem. They already seem to be trusting more in Gold than God [as manifest in the form of the US$ anyway].

Similarly, Bill Clinton clutching the Bible in the church was more of an act so he could clutch the girls in the vestibule, than a gesture of theocratic intent.

The USA, despite the pretences to the contrary, is a temporal and materialistic acquisitive hedonistic wet chemistry society with nihilistic tendencies and passing acquaintance with theological thinking. So is everywhere else, so they are in good company.
