You don't need lobbyists to conduct foreign relations. You've heard of diplomats, yes? I'd like to see agreements occur in a forum that is non-commercial. Those in government service, at least in our country, have rules governing their actions, and they are paid not for the sucess of their lobbying efforts, but for their service to the government. We have tried to govern the actions of those lobbying, because they are paid to lobby, by creating all sorts of weird laws restricting our elected leaders and their appointees- but I think the real solution is to have countries make deals government to government, and not allow them to lobby, but allow deals to succeed or fail based on their merits.
