When you have a bunch of appointees who got their position because of their loyalty to Bush, basic competence tends to go out the window. The scenario for the next disaster is to declare martial law, implement a complete media blackout except for approved broadcasts and new articles and evacuate as many as possible in the aftermath and don't allow them to return until reconstruction is "complete".
