The scenario for the next disaster is to declare martial law, implement a complete media blackout except for approved broadcasts and new articles and evacuate as many as possible in the aftermath and don't allow them to return until reconstruction is "complete". Yep, primarily a political response, not a practical one. And of course the no-bid contracts for contributors... These guys have turned it into an art form.
